A. I wouldn't have a tattoo myself
however some girls look cute with a clever/small tattoo on their lower back, shoulder or ankles.
it also depend on the size, style & location on the body

Q. I'm considering getting a tattoo saying "viva liberte" which means live free but I can't figure out a good place to put it

The job market is in the toilet right now, and who knows when it may recover... A flamboyant tattoo won't complement your CV unless you plan on working in a stockroom or bar for the remainder of your existence. Get your tat, in an area you can easily cover up throughout all seasons.
Avoid sleeves, forearms, face, neck, upper chest, trapezoids.
Legs (thighs/hamstrings or ankles), butt, shoulders, lower chest/breast and lower-back could be cool.
Also, avoid upper back mainly for aesthetic purposes as it is more masculine. On a final note, look at your parents. If they have hardcore love-handles/folds, you might want to avoid the tummy area.
I personally find lower back appealing on a woman. If you already have one there, go for legs or inner thigh. Maybe like an anklet would be nice? It's pretty tough to put on tons of weight on your lower legs/calves & ankles. I know this because I was in art school and have seen every possible body type. Plus I dated a fat chick for many years. It's rare to ever see blubber around calves/ankles/feet.
